Extension of grace period/loan moratorium for payment of all loans for another 30 days
Posted May 6th, 2020

24 April 2020

TO    :        All ThoMEC Members

RE    :        Extension of grace period/loan moratorium for payment of

all loans for another 30 days

IMPORTANT ANNOUNCEMENT

In view of the extension of the "Enhanced Community Quarantine" (ECQ) until May 15, 2020, the BOD has resolved to extend the period of loan moratorium for another 30 days accordingly, and also as help to our members in their personal finances during the ECQ through the deferment of collection of loans falling due during this period.

Further, in accordance with the Bayanihan Law, ThoMEC shall not charge any additional interest, penalties or other charges during the whole period of the loan moratorium which effectively started on March 31 and which will end on May 31, 3020.

Guide questions and answers for members concerned:

  1. 1.      Who can avail of this extension on Loan moratorium?
  • All ThoMEC members, Regular and Associate, with existing loans can avail of this extension on loan moratorium except those members who have delinquent accounts prior to the implementation of the moratorium period.

2.  If a member availed of the whole 60-day period of Loan moratorium, how will he/she pay for the unpaid loan amortization after the ECQ period?

  • The member shall be given the option to choose when to pay the unpaid amortizations in any month/s within the period from                                             June 01 to December 31, 2020. Please note that this payment/s will be in addition to your regular current amortization, on the same due dates.

Example:  Member A chooses to pay unpaid amortization on July 30 and Oct 30.  So his payments on those dates will be current amortization + unpaid amortization. Payment of the unpaid amortizations during the period of loan moratorium must be fully paid by the end of December 2020.  ThoMEC reserves the right to collect and deduct any unpaid amortization from the member's 13th month pay and other benefits due him/her in December.

  • A member may use the dividend he/she may receive when the said dividend has been distributed.  This is especially advisable for those members who availed of an Emergency Loan during the ECQ period since they have "advanced" in effect, their dividends already.

  • A member may take out a loan from ThoMEC at a minimal interest rate of not more than Php50,000.00 for the purpose of paying out his/her unpaid amortizations,  provided that he/she has qualified in accordance with our credit policy.

3. Can a member opt to voluntarily continue his/her loan amortization, whether through auto debit, PDC or OTC, and not avail of the extension mentioned herein if he/she has the capacity to pay?

  • The answer is Yes.  The legal basis for this can be found in the IRR of R.A. 11469 or the             "Bayanihan to heal as one act", Rule III, Sec. 3.03 (last paragraph) which states that "Nonetheless, the grant of the grace period (or loan moratorium) by the above mentioned covered institutions shall not preclude the borrowers from paying their obligations as they fall      due during the period of ECQ should they so desire."

Further, Cooperatives abide by the core values of self-responsibility, self-help and mutual help, among others.  The members with loans have the responsibility to pay them, moratorium or no moratorium.  Those unpaid loans will prove to be more burdensome as there will be months that they will have to pay two amortizations.

The core value of Self-help means among others, that the members are helping themselves by paying their loans on time and not being burdened by additional loans to pay.  Mutual help on the other hand means that by paying out their loans, they are not only helping themselves but also helping the Cooperative.  The continued collection of loans will ensure the liquidity of the Coop and safeguard its business continuity thus maintaining the confidence of all members.

Note: Kindly communicate with the ThoMEC Office thru our social media accounts from the above mentioned options:

1. On options mentioned in number 2 above, please communicate your preference on or before May 31, 2020.

2.  Should you choose option number 3 above, please advise ThoMEC on or before     May 10, 2020.

 Please be guided accordingly.
